Impeachment petition filed against Meru Governor Kawira Mwangaza

A petition has been sent to the Meru County Assembly asking them to begin the impeachment process against the governor in question, Kawira Mwangaza.

Thuranira Salesio Mutuma, a resident of Meru, filed the suit on Thursday and charges Governor Mwangaza with serious misconduct and misuse of power.

By allegedly announcing Francis Muigai’s appointment as the new general manager of the Meru County Revenue Board without following the proper procedures and obtaining the County Assembly’s consent, according to Mr. Mutuma, Kawira violated the Meru Revenue Board Act, 2014, according to his argument.

He continues by accusing the Governor of violating the Constitution by sending Murega Baichu to a gathering of USAID stakeholders despite the fact that he is not a state officer and is therefore not authorized to speak on behalf of the Meru County government.

According to Mr. Mutuma’s petition, “On September 11, 2022, Hon. Kawira Mwangaza on her Facebook Page proclaimed that she is not ready to engage with other leaders since she is an Independent Governor.”

“On September 30, 2022, Hon. Kawira Mwangaza announced her Cabinet Team, which violated Section 35 of the County Government Act No. 17 of 2012 and Article 27 of the Constitution of Kenya, 2010, respectively. I highlighted the aforementioned Red Flags in a note and sworn affidavit I sent to the County Assembly of Meru Appointment committee in response to this infringement.

“Contrary to Section 44 of County Governments Act No. 17 of 2012,” he said, “Hon. Kawira Mwangaza appointed one Mr. Rufus Miriti as the County Secretary on September 30, 2022. His name was not submitted to the County Assembly for review because of this.

Mr. Mutuma added that the troubled county boss incorrectly characterized the owner of the rented property as a robber when her husband visited the Igoji Meru Youth Service (MYS) center.

Along with referring to the MCAs as “cartels” without providing any proof, he also accused Governor Kawira of reportedly storming the County Assembly with noisy teenagers and “dishonoring the Honourable house.”

The petition claims that on October 24, 2022, Kawira incited locals stirred Akatha Ward, Tigania West Constituency, against Mwenda Ithili, the area’s MCA, after reportedly humiliating him.

“On October 25, 2022, Hon. Kawira Mwangaza appointed substitute “MCAs” to take the place of the validly elected member of the aforementioned ward, Hon. DMK Kiogora, in the South Imenti Constituency’s Abogeta West Ward. According to Chapter Six of Kenya’s 2010 constitution, this constituted a coup d’état against all elected MCAs, according to the petition.

The Governor is also being accused of nepotism for reportedly hiring members of her family to work in different capacities for her official office.

According to the petition, two of her sisters serve as her bodyguard and personal assistant, and the husband of the latter serves as her official driver. Her cousin is the spokesperson for the government of Meru County, and her husband is a patron of the Meru Youth Service (MYS).

These have been described as illegal and irregular, along with her husband apparently attending meetings at the governor’s offices.

The petition said, “…it is undeniable that Meru Governor Kawira Mwangaza has broken, infringed against, and threatened to break the Constitution and all other relevant sections of law; therefore, the grounds of gross misconduct and abuse of authority are proved.

In light of this, Mr. Mutuma requests that the Meru County Assembly initiate impeachment procedures against Governor Kawira, open investigations into the claims, and call the county executive to testify.
